"Change Item Theme" menu item is missing

I am in the process of evaluating 3.1.5 on a test laptop before upgrading our production system from 2.4.6. A major sticking point I am having is that the "Change Item Theme" menu is missing. I have installed different 3.x versions and have the same issue with all of them. Has anyone else experienced this behavior? Is there a fix for this?

Looking at the screenshot you have provided it looks like you have a global theme setting enabled

You can see this by the missing service level theme. In order to be able to change the theme at the item level you need to select Song level themes.

I'm using 3.1.3, but I'm fairly certain this is your problem.

AndrewArm, thank you so much. Your suggestion fixed my issue. Have never even noticed that setting before.
